English train announcements

This is something that has amused me a bit.  It seems that Japan Rail trains that have English announcements pronounce the train station names incorrectly.  Why?  Sotetsu, Odakyu and Tokyo Metro pronounce the names correctly in the English announcements.  The stress and intonation is all wrong in JR.  Shibuya is pronounced like Shibooooya in JR trains.  There should be no stress on the “bu” part.  Just silly sounding.  Have you ever noticed this?
